INTRANT regulatory and enforcement updates in Dominican Rep

Overview

The National Institute of Transit and Land Transportation (INTRANT) in the Dominican Republic has introduced several regulatory and enforcement updates.

Initially, the agency implemented a digital fiscalization system designed to modernize traffic violation enforcement. Director Juan Manuel Méndez stated the system is intended to replace paper tickets with electronic devices to reduce human error, rather than serving as a “photomulta” (automated camera-based fine) system. During this period, INTRANT also sanctioned 15 construction companies in the Greater Santo Domingo area for obstructing public roads with debris.

Subsequently, INTRANT established new driver’s license procedures for citizens over the age of 65. Following a Constitutional Court ruling and a presidential decree, the agency removed previous restrictions that limited license validity for seniors to two years.

To implement these changes, Director Juan Manuel Méndez García announced specific compensation measures for affected drivers. For individuals aged 75 or older who paid the full four-year fee but only received a two-year license, the agency allows renewal for the remaining two years at no additional cost. Those who paid a reduced fee (50% of the four-year rate) for a two-year license may extend it for another two years by paying the remaining 50%, or they may opt to pay the full current rate for a new four-year license. These procedures are to be managed 90 days before license expiration, and users may be required to present receipts if payments are not reflected in the digital system.

Additionally, INTRANT confirmed it has settled a RD$3,020,000 debt with the Dominican Medical College (CMD) for services rendered in January, noting an openness to reconciling any further undocumented claims.
