Iran conflict damage compensation efforts

Overview

Following a 12-day war, the Iranian government has initiated compensation processes for citizens and industrial sectors affected by the conflict.

In Tehran, compensation payments for damaged household appliances have commenced. The Presidency’s Public Communications Center announced that Bimeh Iran is managing these claims, with funding provided by large state-owned companies through their social responsibility budgets. The assessment of losses is based on data documented by Tehran Municipality experts.

Expanding the scope of recovery, the Minister of Industry, Mine and Trade, Seyyed Mohammad Atabak, announced plans to form a compensation fund specifically for industrial units. Reports indicate that thousands of industrial and commercial units were affected across different waves of conflict, with the steel sector being among the most severely impacted. The Ministry has requested the establishment of this fund to facilitate reconstruction, while parliamentary discussions have emphasized the need for “smart reconstruction” to revive production chains.

Recently, the Iranian Parliament issued a 15-day ultimatum to the government to submit a formal bill for the reconstruction of industrial and manufacturing units. Ali Nikzad, the first Deputy Speaker of the Parliament, stated that if the government fails to present this legislation within the deadline, the Parliament will move forward with its own reconstruction plan.

Approximately 3,396 industrial and manufacturing enterprises have reportedly been affected. While the National Reconstruction Headquarters is involved, officials noted that previously allocated funds have not yet reached damaged units in a widespread manner. Proposed financing methods include budget provisions from 2025 and 2026, the issuance of Islamic financial bonds, and unspent executive agency resources. There are also instructions to amend the Seventh Development Plan to include provisions for modernization and production growth.
