By 18 July the CBI and the U.S. Treasury restored correspondent‑banking for seven Iraqi banks; a 23 July agreement let those banks re‑enter the U.S. dollar network pending stricter AML/CTF checks, though foreign‑currency access remained limited. The dinar slipped to 149,600 per $100 amid redenomination uncertainty. On 24 July the CBI approved a sweeping internal reorganisation, upgrading the Directorate of Non‑Bank Financial Institutions Supervision to a full general directorate and consolidating policy, regulatory, digital‑solutions and financial‑services units under its control. The Operations and Settlements Department moved to the Accounting Directorate, the IT Directorate was renamed and several departments were abolished, with branch‑coordination centralised under the deputy governor. The bank is preparing a Central Bank Digital Dinar (CBD‑Dinar) launch alongside a physical currency redenomination, with proposals ranging from new banknote denominations to removing a zero to unlock hoarded cash. Memoranda of understanding with Iran, Turkey and other partners aim to channel up to $200 billion in foreign revenue. Early August, officials and investors debated a redenomination that would drop three zeros from the dinar. The CBI said the change is meant to simplify accounting, salaries and contracts, not to create new wealth. Some banks warned they may not be ready for conversions until late August.
