ISIS-inspired plot against New York State Capitol

Overview

Federal authorities arrested Jessica Bowie, a 35-year-old from Albany, New York, for allegedly plotting an ISIS-inspired attack on the New York State Capitol. Investigators from the FBI and the Department of Justice stated that Bowie, a Muslim convert, had conducted surveillance on the Capitol five times and expressed a desire to kill state lawmakers and elected officials.

Bowie was apprehended after taking possession of materials she believed were for an explosive device. Subsequent details from a criminal complaint revealed that Bowie, who had adopted the name Aisha Saif following online radicalization, allegedly intended to “kill the senators while they are meeting.”

A former roommate reported that while there were no obvious “red flags,” Bowie had become secretive and played aggressive Arabic hymns at late hours. The investigation also noted a violent incident at Bowie’s residence in July that required police intervention.
