ISIS-inspired terrorism plot in New York

Overview

Jessica Bowie, a 35-year-old Albany resident, was arrested by the FBI for allegedly plotting a terrorist attack against the New York State Capitol. Bowie is charged with attempting to provide material support to the Islamic State (ISIS).

Court filings indicate that Bowie allegedly pledged allegiance to ISIS and intended to detonate an explosive device while state senators were in session to maximize casualties. Her alleged plan involved using a DoorDash delivery bag to disguise the bomb and gain access to the facility. Investigators reported that Bowie conducted surveillance of the Capitol on at least five occasions and communicated with an FBI informant posing as an ISIS facilitator.

During the investigation, Bowie reportedly sought guidance on manufacturing explosives and purchased materials from a hardware store. She also expressed intentions to flee to Syria following the attack, though she allegedly told an informant she might return to target other locations, such as Times Square. In response to the incident, New York Governor Kathy Hochul noted that security at state government buildings has been reinforced.
