Italian artisan sector legislative reform efforts
Overview
Leaders of Italian craft associations, including CNA, Confartigianato, and Casartigiani, are advocating for a comprehensive reform of the nation’s framework law on craftsmanship. They argue that the current legislation, which dates back to 1985, is obsolete and fails to account for modern advancements such as artificial intelligence, robotics, and digital integration.
Beyond legislative updates, industry representatives have highlighted significant economic challenges, specifically a 43% decline in credit available to small and medium-sized enterprises (SMEs) over the last decade and the reduction of local bank branches.
As the debate progresses, artisan groups have addressed concerns from Confindustria regarding potential anti-competitive effects. They maintain that the proposed reforms aim to modernize the sector without creating market distortions or increasing public costs. Furthermore, representatives have argued against imposing strict dimensional limits on artisan businesses, suggesting that such restrictions would penalize growth and that the regulatory framework should align with European models found in countries like France and Germany.
Opposition to the reform has emerged from industrial sectors, specifically Unindustria Calabria. Fortunato Rizzo, president of Small Industry at Unindustria Calabria, warned that raising the size threshold for artisan enterprises to up to 49 employees could create unfair competition by applying artisan-specific contributory and contractual regimes to larger companies. Rizzo noted that Calabria is particularly vulnerable due to its fragmented economy, where the average company size is 4.9 employees. Additionally, concerns have been raised regarding a potential fiscal impact exceeding one billion euros annually and the implications for collective bargaining agreements involving up to 1.8 million workers.
