Italian electoral administrative reforms

Overview

Italy is implementing administrative changes to its electoral processes. The government announced the introduction of digital voter cards, which will be accessible via smartphones through the IO app and IT Wallet. This digital certificate is intended to replace physical cards to prevent issues with lost documents or exhausted voting stamps, though it does not permit remote or online voting. The document will be integrated into the digital ecosystem via the IO app and IT Wallet, linked to the National Resident Population Registry (ANPR) for real-time data access.

Following the promulgation of Law No. 180 on October 9, 2026, municipalities are establishing special electoral lists to allow voters temporarily residing in different regions to cast ballots at their place of temporary domicile. This measure applies to political elections, European Parliament elections, and referendums. Eligibility is restricted to those residing elsewhere for specific reasons, such as study or work (minimum nine months), medical treatment (minimum three months), or providing care for minors.

This new framework, which some analysts have nicknamed ‘Meloncellum’, also includes a governability prize. If a coalition secures more than 42 percent of the vote in both houses of Parliament, they would be awarded an additional 70 seats in the Chamber of Deputies and 35 seats in the Senate to ensure an absolute majority.
