Italian maritime and port system reform
Overview
Italy is pursuing legislative reforms to modernize its port system and enhance maritime competitiveness. The Chamber of Deputies' Transport Commission is currently examining proposed amendments to the national port governance framework, which has not undergone major updates since 1994.
Matteo Paroli, president of the Western Ligurian Sea Port System Authority, has described these reforms as ‘indispensable’ for maintaining Italy’s role in the Mediterranean and global markets amidst shifting geopolitical logistics.
Adding to the push for reform, Mario Mattioli, president of the Federazione del Mare, reported that maritime bureaucracy and a lack of 24/7 operational systems cost the country approximately 100 billion euros annually, or roughly 5% of the national GDP. Mattioli noted that these inefficiencies often divert goods to Northern European gateways like Rotterdam and Hamburg. To mitigate these issues, he has advocated for increased digitalization and the elevation of the Ministry of Sea Policies to a full Ministry of the Sea.
