Italian municipalities expand tax debt relief

In mid‑July 2026 several Italian local authorities moved to adopt the national "rottamazione quinquies" scheme, which allows taxpayers to settle overdue municipal levies by paying only the principal while penalties, interest and collection fees are waived.

On 14 July, Ferrara’s municipal council approved participation, covering roughly €39 million of tax debts accrued between 2000 and 2023. The plan, administered by the Agenzia delle Entrate‑Riscossione, offers installment options with a modest 3 % annual interest and sets implementation deadlines from October 2026 to March 2027.

A week later, Favara’s council voted to adopt the same programme for taxes from 1 January 2020 to 31 December 2023. The decision was presented as a “victory for the people,” while the local branch of Democrazia Cristiana publicly criticised Mayor Vincenzo Palumbo over deteriorating municipal services and a cemetery controversy, calling for a health‑authority inspection.

On 29 July, Molfetta joined the scheme, extending relief to debts dating from 2000 to 2023, with officials highlighting the potential to recover written‑off revenues and free municipal finances for services and investments. In the same meeting, the council of Andria, backed by Mayor Giovanna Bruno, formally opposed the draft differentiated‑autonomy law, warning that it could deepen territorial inequalities.

These developments illustrate a swift, nationwide rollout of the tax‑debt relief programme across diverse Italian municipalities, while local political debates—ranging from service quality to regional‑autonomy reforms—continue to shape each council’s agenda.
