Italian nonviolent popular initiative laws

Overview

In Italy, various humanitarian and peace organizations have launched popular initiative laws aimed at promoting nonviolence and conscientious objection.

On September 5, the organization Emergency announced the ‘io obietto la guerra’ (I object to war) initiative. This proposal seeks to establish a legal right for citizens to refuse involvement in war and rearmament—including the design, production, and trade of weapons—without facing criminal or professional repercussions. This effort is linked to the ‘R1pud1a’ campaign, which advocates for the suspension of military collaboration with Israel.

Expanding on this initiative, Emergency has launched a signature collection campaign to gather the 50,000 signatures required to present the proposal to Parliament. The proposed law would allow individuals to refuse to provide their bodies, labor, or consent to war-related activities without facing sanctions. A key component involves every municipality establishing a ‘War Objection Registry,’ where citizens can declare themselves conscientious objectors. For men aged 17 to 45, such a declaration would also serve as an objection to military service.

By mid-September, the ‘Un’altra difesa è possibile’ (Another defense is possible) campaign, promoted by groups including CNESC, Rete Italiana Pace e Disarmo, and Sbilanciamoci!, successfully surpassed the 50,000-signature threshold required to advance a proposal for a non-armed, nonviolent Department of Civil Defense. This initiative seeks to shift the security paradigm toward human security, focusing on conflict prevention and grassroots diplomacy. Supporters present the model as a constitutional alternative to military defense, aligned with Articles 11 and 52 of the Italian Constitution.
