Italian provincial institutional reform efforts

Overview

During the 39th National Assembly of the Union of Italian Provinces (UPI) in Imperia, Italian President Sergio Mattarella and provincial leaders called for structural reforms to address the “institutional limbo” facing provincial governments.

Leaders, including UPI President Enzo Lattuca and Agnese Carletti, President of the Province of Siena, argued that the 2014 Delrio law has left these entities in a state of regulatory uncertainty for twelve years. They noted that the current system has failed to reduce bureaucracy and has instead isolated smaller municipalities by weakening the intermediate bodies meant to bridge the gap between regions and metropolitan areas.

Proponents of reform advocated for a “new Province” model that would provide increased resources, greater competencies, and improved coordination for wide-area policies such as road maintenance and school building management.

At the assembly, representatives emphasized the need to restore democratic legitimacy, specifically demanding the return to the direct election of provincial presidents and provincial councils. Arturo Scopino, Vice President of the Province of Chieti, noted that discussions highlighted the ongoing uncertainty following the Delrio reform. He cited President Mattarella’s assertion that the issue of democratic representation within provincial bodies “can no longer be postponed.” Representatives maintained that provinces remain essential for territorial cohesion and the management of vital services, including school safety and local infrastructure, provided they receive a stable regulatory framework and adequate financial resources.
