Italian public housing reform

In late July, regional assessor Marco Scajola represented the Conference of Regions at the first monitoring cabinet for Italy’s national “Piano Casa” programme. He met with extraordinary commissioner Felice Squiteri, who outlined early steps and pledged rapid fund allocation to begin construction by early 2027. Additional meetings with Federcasa’s president Marco Buttieri, the Ministry, and Cassa Depositi e Prestiti explored collaboration on new homes for families.

A week later, regional President Francesco Rocca warned of a housing emergency in Rome, stressing that public‑housing allocations must follow waiting‑list criteria and that the municipality remains responsible for families displaced from unsafe buildings. He called for greater transparency, while Rome’s housing commission chair Yuri Trombetti highlighted that only 78 public units had been transferred to the city in 2026, far below demand, urging faster renovation and delivery of vacant homes.
