Italian rental market eviction trends and legislative shifts

Data from the SoloAffitti Study Office indicates that in 2024, Italian judges issued more than 40,000 eviction orders, with approximately three-quarters resulting from rent arrears. While 81,054 execution requests were submitted to bailiffs, only 21,337 evictions were actually carried out, revealing a gap between judicial rulings and property handovers. Economic pressures are evident, as 37% of tenants cited high rents as a primary obstacle and 74% of landlords reported unpaid rent during their leasing history.

In response to these trends, the Italian Senate majority has proposed amendments to a bill intended to accelerate the eviction and property release process. The measures aim to reduce validation and execution times by half or one-third. Proposed changes include allowing private security firms to assist judicial officers, reducing the grace period for settling arrears from 90 to 45 days, and implementing a minimum daily fine of 50 euros for tenants refusing to vacate. To assist property owners, the proposal suggests suspending IMU property tax during eviction proceedings and establishing a national registry of delinquent tenants.
