Italian state university funding allocation
Overview
The Italian Ministry of University and Research has issued a decree for the 2026 Ordinary Financing Fund (FFO), totaling 9.415 billion euros. This amount constitutes a 25.6 million euro increase from 2025 and a 26% rise compared to 2019 levels. The fund is designed to support teaching, research, personnel, and general operations across state universities.
Minister Anna Maria Bernini stated the objective is to “make the Italian university system increasingly attractive and international, capable of valuing merit, offering greater opportunities to young people, and making knowledge one of the main engines of the country’s economic, social, and civil growth.”
To support personnel, a ministerial decree signed by Bernini authorizes the hiring of 1,703.32 organic points for 2026, aiming to cover approximately 98% of the national turnover based on 2025 service cessations.
Regional allocations show specific developments: in Tuscany, the Scuola IMT Alti Studi in Lucca will receive 13.3 million euros, a 5% increase, to fund projects such as the “Mura intelligenti” public Wi-Fi initiative. In the Marche region, four state universities will receive nearly 233 million euros combined; while the Università Politecnica delle Marche will see a 5% rise, the University of Urbino (Carlo Bo) is slated for a slight decrease of approximately 0.7%.
Complementary student support continues through the 2026-2027 academic year. The Regional Agency for the Right to University Study (ARDSU) has published its call for scholarships and housing, utilizing European, ministerial, and regional funds to support low-income students, female STEM students, and students with disabilities. Additionally, biologists have secured significant state-funded scholarships for the 2025/2026 year to occupy positions in fields such as clinical pathology and microbiology.
