Italy nuclear energy policy reintroduction
Overview
The Italian Senate has approved legislation to reintroduce nuclear energy into the national energy agenda, marking a significant policy shift from the decision made following the 1987 referendum. The law establishes a legal framework for the government to regulate nuclear power, including safety protocols, authorization procedures, radioactive waste management, and the potential use of nuclear energy for hydrogen production.
In a decisive vote of 81 in favor and 51 against, the Senate supported the measure, effectively ending a nearly 40-year moratorium on nuclear energy. While the new law does not immediately authorize the construction of reactors or the generation of electricity, it provides the legal foundation for the government of Prime Minister Giorgia Meloni to begin drafting regulations regarding licensing and site selection.
The legislation allows the executive branch to evaluate new-generation technologies, such as Small Modular Reactors (SMRs), Advanced Modular Reactors (AMRs), and fusion, rather than returning to older models. Minister of Environment and Energy Security Gilberto Pichetto Fratin noted that the first plants could potentially return to operation between 2033 and 2035, with projections suggesting nuclear capacity could meet 11% to 22% of electricity demand by 2050.
Prime Minister Meloni has emphasized that this shift is necessary to address rising electricity demand driven by artificial intelligence, data centers, and electric mobility, while enhancing energy security. This policy aligns with the European Commission’s inclusion of nuclear energy in its green taxonomy as part of broader decarbonization efforts.
