Ixtapaluca waste-to-energy project development

Overview

Construction has commenced on an Integral Waste Center in Ixtapaluca, State of Mexico, a project involving 140 million euros in private investment. The facility is designed to transform urban solid waste into refuse-derived fuel (RDF) pellets, specifically hard pellets intended for industrial use in high-temperature processes like cement manufacturing.

The project utilizes patented German technology from Alengo and is expected to process approximately 1,200 tons of waste daily. These pellets are slated for export to Germany to support CEMEX’s European plants.

Following the start of construction, the Green Ecologist Party of Mexico (PVEM) has promoted the initiative, highlighting its potential to convert residues from the El Milagro landfill—such as plastics, tires, cardboard, and wood—into high-caloric pellets. The expanded vision for the project aims to process roughly 2,500 tons of waste daily from Mexico City, with operations scheduled to begin by late 2027 in alignment with the General Law of Circular Economy.
