Jalisco state-municipal infrastructure dispute

A political dispute has emerged between Jalisco Governor Pablo Lemus and Tonalá Mayor Sergio Chávez regarding infrastructure development and state-municipal coordination.

Governor Lemus has accused Mayor Chávez of hindering high-impact projects, specifically concerning mobility and public transport rights-of-way, through a pattern of political confrontation. Lemus noted that Chávez has maintained such stances with three successive state administrations. This follows criticisms from Chávez regarding the Intermunicipal System of Potable Water and Sewerage Services (SIAPA), where the mayor argued that state investment is insufficient.

As the dispute continues, Mayor Chávez has specifically criticized the state for failing to meet commitments regarding the Mi Macro Periférico project, alleging that the connection to Tonalá Centro was not completed by the August deadline. Chávez claimed that budget priorities have shifted toward FIFA World Cup-related projects rather than metropolitan municipal needs. Meanwhile, Governor Lemus has defended the concept of municipal reelection to ensure the continuity of long-term strategic visions.
