Overview

Nine months after Category 5 Hurricane Melissa struck Westmoreland Parish—causing approximately US$12.2 billion in damage and 45 deaths—the Jamaican government has begun installing over 2,000 pre-built container homes for displaced families. Minister Robert Montague announced these units will be deployed to sites including the Shrewsbury-Petersfield cluster. However, the opposition People’s National Party has criticized the distribution pace, and local officials, including Savanna-la-Mar Mayor Danree Delancy, have raised concerns regarding sewage disposal, municipal contract delays, and the proximity of housing to the Roaring River.

To support households with damaged homes, Prime Minister Andrew Holness announced additional funding for the Restoration of Owner or Occupant Family Shelters (ROOFS) programme. Recent developments include the signing of contracts totaling J$1.05 billion (US$6.6 million) to construct 268 semi-permanent housing units through the Shelter Recovery Programme, tasked to DT Brown Construction Limited and Southland Construction Limited.

In the education sector, the Ministry of Education, Skills, Youth and Information reports that 65 of the 306 priority-one schools damaged by the hurricane have been fully repaired. Latoya Harris-Ghartey, Executive Director of the National Education Trust (NET), stated that 93 schools are nearing completion, with 26 severely damaged institutions scheduled for repair by the end of December. Reconstruction is guided by building standards introduced in December 2025, such as replacing zinc roofing with concrete slabs to withstand Category 5 storms. To ensure accountability, the Hurricane Melissa School Infrastructure Recovery and Resilience Oversight Committee, chaired by Rochelle Cameron, has been established to monitor efforts through 2026.
