Overview

Jamaica continues its economic and infrastructural recovery following Category 5 Hurricane Melissa, which caused an estimated $12.2 billion USD in damages. Through August 31, 2026, the island recorded 2.34 million visitor arrivals, generating $2.5 billion in earnings. Although the country is currently operating at approximately 70 percent of its pre-hurricane hotel room capacity, Tourism Minister Edmund Bartlett noted that the strong performance reflects robust demand. The remaining 30 percent of hotel inventory is expected to return to the market by the end of 2026 or in the first quarter of 2027 as refurbishment continues. Significant private sector activity includes a $200 million investment by Sandals across three resorts.

However, the recovery faces new financial hurdles. The Jamaica Hotel and Tourist Association (JHTA) has warned of a financial crisis caused by delayed insurance payouts. Despite commitments from the Financial Services Commission and the Insurance Association of Jamaica to settle most claims by the end of September 2026, the sector is expected to miss this target. JHTA President O’Brian Heron reported that only 39 percent of tourism claimants have received full settlement, leaving 61 percent still waiting. This delay is creating a working capital squeeze, forcing many operators to fund repairs out of pocket. Currently, 28 percent of hotels have yet to reopen as they struggle with unresolved claims and high rebuilding costs.

To bolster long-term recovery, the government is pursuing a ‘Tourism 3.0’ strategy aimed at increasing air connectivity and investment.
