The Justice Ministry’s expert panel released a draft report proposing civil liability for the unauthorized use of famous individuals’ voices and likenesses by generative AI, defining infringement of the right of publicity and estimating losses of ¥2‑4.5 billion for voice‑actress Megumi Ogata.

In late July, the Ministry of Justice approved draft guidelines that extend commercial‑right protection to a person’s voice, treating it like an image or name. The draft, prompted by Ogata’s campaign against unlawful monetisation of AI‑generated voice clips earning up to ¥750,000 a month, is slated for final adoption in August 2026 to curb losses for voice‑acting talent.
