Japanese airport operational regulation changes
Overview
To improve operational efficiency and punctuality, major Japanese airports are implementing new regulations. At Haneda Airport, six to seven domestic airlines will unify their baggage check-in deadlines to 30 minutes before departure starting in September. This move follows a record low domestic punctuality rate of 83% and aims to address delays caused by late check-ins and increased carry-on luggage.
As of September 1, seven domestic airlines, including Japan Airlines (JAL) and All Nippon Airways (ANA), have officially implemented the new baggage check-in deadline, moving it forward from 20 minutes to 30 minutes before departure. This change is intended to bolster on-time performance rates for domestic flights. Airlines have issued warnings that passengers must strictly adhere to boarding deadlines, as missing these cut-offs will prevent boarding.
Simultaneously, the North Satellite in Terminal 1 began operations at Haneda. However, JAL has reported unstable signal conditions at the new satellite, noting that passengers may face delays when attempting to display 2D boarding barcodes on smartphones.
At Itami Airport, authorities are addressing noise pollution and flight scheduling. Following a 24% increase in flights operating past the 9:00 PM curfew over the last two years, new guidelines have been established for pre-departure adjustments. This follows the April introduction of a “nighttime noise suppression fee” that doubles landing fees for late flights. Additionally, the abolition of the “1,000km rule” at Itami will allow airlines such as JAL and ANA to expand long-distance domestic services.
