Japanese handheld fireworks industry crisis

Overview

Japan’s traditional handheld fireworks industry is facing a crisis driven by rising gunpowder costs, a weakening yen, and a shortage of domestic manufacturers. An aging workforce has led to the closure of many producers, causing a heavy reliance on imports and threatening the survival of specific traditional varieties, such as snake or dragonfly fireworks. In the Kansai region, only one manufacturer remains that produces traditional straw-core sparklers.

This production decline is exacerbated by a lack of designated spaces for use, as many urban parks and beaches have implemented bans. This has created a cycle where low demand contributes to manufacturer closures. To address this, some municipalities are launching pilot programs to preserve the tradition; Nagaokakyo City is testing the use of approximately 290 parks under strict safety rules, and Banpaku Memorial Park is hosting weekend events.

Beyond manufacturing, the festivals themselves face a funding crisis due to rising costs for materials, labor, and security, leading to the cancellation or downsizing of long-standing events. In Aichi Prefecture, the Shinshiro Noryo Fireworks Festival has seen the price of individual fireworks increase significantly over the last four years. To combat these shortages, new support models are emerging. The 53rd Gaina Festival in Yonago City avoided cancellation through public demand and increased corporate donations. Additionally, some regions are utilizing crowdfunding, while corporate initiatives like Kirin Beer’s ‘Harekaze ACTION’ are providing financial aid to municipalities to help preserve cultural traditions.

Despite these economic and regulatory pressures, cultural practices persist. In Mogami Town, Yamagata Prefecture, residents recently held their annual ‘ancestor-welcoming fireworks’ display during the Obon season, launching 400 shells to honor their heritage.
