Japanese Minister Kazuo Yanaka budget controversy
Overview
Japan’s Minister of Agriculture, Forestry and Fisheries, Kazuo Yanaka, continues to face intense scrutiny following admissions regarding controversial remarks about municipal road budget allocations.
Yanaka previously suggested that road budgets for Nasu-Karasuyama City and Nakagawa Town would be drastically reduced because local leaders failed to support him during a recent general election. While he has since retracted the comments, claiming he had “exaggerated” his statements, he maintains he did not personally influence the budget reductions. He previously described his conduct as “extremely inappropriate” and a “failure of character.”
A Ministry of Land, Infrastructure, Transport and Tourism (MLIT) investigation released on October 6 concluded there was no evidence of direct pressure or solicitation from Yanaka. However, officials noted a lack of formal records regarding inquiries made by his staff in February 2026. Despite the investigation's findings, the budget reductions remain significant: Nakagawa Town saw a 54.1% decrease, and Nasu-Karasuyama City saw a 26.2% decrease in specific project allocations. The Mayor of Nasu-Karasuyama stated that the findings have “deepened suspicions.”
During Diet sessions, Prime Minister Sanae Takaichi defended the government, asserting that budget allocations are based on regional needs and progress rather than political support. While opposition members and Komeito leadership have demanded greater accountability and investigations into potential political favoritism, Yanaka has refused to resign, stating his intention to focus on agricultural administration.
