Jihadist activity and threats in Spain
Overview
Spanish authorities have taken steps to address rising jihadist threats. On October 20, National Police arrested two individuals in Barcelona and Tarragona suspected of involvement in radicalization and terrorist indoctrination linked to DAESH. Investigations indicated the suspects consumed significant amounts of jihadist content online, with one individual reportedly taking extreme security measures to evade detection and another showing intent to travel to the Middle East for violent jihad.
By October 23, the Spanish Ministry of the Interior’s Cybersecurity Coordination Office (OCC) detected specific jihadist calls for action on a DAESH-affiliated website. The propaganda incited attacks against police officers and protesters in Spain, France, Italy, and Portugal. The alert detailed instructions for using explosives, knives, and vehicles to cause mass casualties, specifically targeting large crowds and vulnerable police officers during street confrontations.
Internal documents from the OCC indicate the propaganda encourages militants to exploit large-scale public gatherings and street clashes to maximize casualties. Regarding explosives, the content advocates for suicide attacks described as ‘martyrdom’, while instructions for knife attacks specify weapon lengths and target body parts to ensure maximum damage. These alerts coincide with widespread social unrest in Europe driven by the cost-of-living crisis and housing shortages. In response, Portugal’s Internal Security System (SSI) has confirmed it is closely monitoring the situation in coordination with relevant authorities.
