Juazeiro do Norte urban planning investigation

Overview

The Public Ministry of Ceará (MPCE) has launched a Preparatory Procedure to investigate potential irregularities regarding amendments made by the Juazeiro do Norte City Council to the new Master Plan and the Land Use and Occupation Law (LUOS).

The investigation focuses on allegations that the Council implemented significant changes to technical studies provided by the Federal University of Cariri (UFCA) without sufficient technical justification or new public participation. Specific concerns involve zoning changes in neighborhoods such as São José and Cidade Universitária, as well as the creation of a Special Consolidated Occupation Zone (ZEOC) that was reportedly absent from the original technical proposal.

Concurrently, councilman Felipe Vasques has resumed his leadership of the City Council following an injunction from the Court of Justice of Ceará (TJCE). Vasques, who was removed from his position on September 2 during the MPCE’s ‘Operation Aletheia’, stated the court’s decision supports his claims of political persecution during the election period.
