Overview

In mid‑July 2026, researchers documented that Kenyan political actors were systematically hiring large numbers of unemployed young men as paid “goons” to attend rallies, intimidate opponents and turn otherwise peaceful gatherings into violent confrontations. Payments ranged from about 500 to 1,000 Kenyan shillings per individual, and the practice was linked to supporters of President William Roto, although the government denied involvement.

Ten days later, Kenya’s Director of Public Prosecutions warned that any politician who employs or incites such goons would face criminal charges. He announced cooperation with law‑enforcement agencies and the National Cohesion and Integration Commission to investigate and prosecute political violence ahead of the 2027 general election. The warning was echoed by regional police and a presidential directive to act decisively against “goonism.”
