Kosovo economic, labor, and healthcare trends
Overview
In August 2026, Kosovo experienced a significant decline in new business registrations, which fell by 36.2 percent compared to July 2026. Data from the Kosovo Agency of Statistics (ASK) showed that only 1,010 new enterprises were registered, a year-to-date low consisting almost entirely of micro-enterprises.
By October 2026, reports indicated shifts in the labor market and tax administration. Economist Brikena Berisha noted an increasing presence of foreign workers in sectors such as construction, food delivery, and childcare, specifically highlighting workers from the Philippines.
Concurrently, Mentor Hyseni, Director of the Kosovo Tax Administration (ATK), reported a 7 to 8 percent decrease in business penalties during the first half of the year as the agency moves toward a strategy of providing guidance over punishment. Hyseni also noted that five officials have been suspended pending investigations into internal corruption.
In mid-October 2026, the Kosovo government secured a 41 million euro agreement with the European Investment Bank (EIB) and the Council of Europe Development Bank (CEB) to modernize healthcare infrastructure. The agreement, signed by the Ministry of Finance and the Ministry of Health, involves a 20.5 million euro contribution from each institution. The investment will provide advanced medical equipment, such as CT scanners, ultrasound machines, and operating room technology, to the University Clinical Center of Kosovo (QKUK) and six regional hospitals in Prizren, Peja, Gjakova, and Gjilan. This project aims to improve diagnostic and treatment capabilities for approximately 1.6 million citizens.
Expanding its cooperation with international financial institutions, the Ministry of Economy is also discussing energy projects with the EIB. These discussions focus on central heating and renewable energy to diversify local production and strengthen energy security. Total EIB support for Kosovo’s energy, transport, and water services sectors is approaching 400 million euros.
