Laguna Nichupté vessel removal operation

Overview

Authorities in Benito Juárez, Quintana Roo, have initiated a sanitation program to remove abandoned, sunken, or semi-sunken vessels from the Nichupté Lagoon. The operation is a collaborative effort involving the Benito Juárez City Council, the National Commission of Protected Natural Areas (Conanp), the Secretariat of the Navy (Semar), and the Nautical Associates of Quintana Roo (ANQR).

Initial plans targeted approximately 48 to 50 vessels. In the first phase of the project, 14 boats—ranging from jet skis to vessels up to 45 feet in length—were successfully extracted. Officials noted that many of these boats have been abandoned in the lagoon since various hurricanes, including Hurricane Gilberto in 1988. The removal process is structured in three stages and is expected to continue through December.

The initiative aims to mitigate environmental risks posed by decaying materials such as fiberglass, plastics, metals, and fuel, which threaten the biodiversity of this Ramsar-recognized wetland. Extracted vessels are being transported to a municipal holding area.

To reclaim property, owners must prove legal ownership through the Port Captaincy. If ownership is verified, owners are required to pay administrative fines and towing costs. If no claims are made, authorities will follow a legal abandonment process lasting three to five months, after which the vessels will be dismantled and disposed of as marine scrap. The operation aims to achieve both urban order and environmental protection for the lagoon’s ecosystem.
