The Chu Se District People's Committee was found to have failed in managing the process effectively by neglecting to cancel auction results or recover deposits. Additionally, the inspection noted that granting payment extensions violated established regulations.

Responsibility for these failures has been attributed to the Chairman and Vice Chairman of the District People's Committee, the regional tax office, and various local officials and department heads.
