Latin America agricultural training initiatives
Entities: Instituto PAIPPA · Casa de la Solidaridad (Guadalupe) · University of Cauca · Gildo Insfrán · Rubén Casco
Overview
In late July 2026, Argentina’s Formosa Province celebrated the 30th anniversary of the PAIPPA program, a provincial initiative that provides small‑scale livestock producers with training, inputs, marketing support and regular fairs. Coordinated by Rubén Casco under Governor Gildo Insfrán, the scheme aims to replicate its model elsewhere despite a challenging national context.
At the same time, Venezuela’s Instituto Nacional de Capacitación y Educación Socialista (INCES) awarded certificates in ovine and caprine breeding to workers at the Planta Aba meat‑processing plant, emphasizing animal health, nutrition and herd management.
Three days later, the PAIPPA institute extended its outreach to the Guadalupe neighbourhood of Argentina, delivering a “Huerta Familiar” workshop that taught families how to grow vegetables in containers. Simultaneously, a separate training program in Colombia’s Cauca department taught students strawberry production, post‑harvest handling and value‑added processing, supported by regional government and university partners. Both efforts reflect a broader push by Latin American governments to strengthen small‑holder agriculture through capacity‑building, technical education and market‑linkage initiatives.
