While new mechanisms like the Crisis Management Center and cellular broadcasting have been established, experts warn of insufficient resources, a lack of tested mass evacuation algorithms, and a shortage of trained personnel. Public awareness remains low, with studies indicating that only 14% of Riga residents knew the location of their nearest shelter. Furthermore, the development of physical shelters has been slow, and municipalities report a lack of clear procedures for assisting citizens with mobility impairments.
