Latvia security and civil protection challenges

Latvia is experiencing heightened security tensions driven by repeated drone incursions. Following the violation of Latvian airspace by an explosive-laden drone originating from Belarus, NATO fighter jets shot down the craft. Colonel David Brassard, commander of the NATO Multinational Brigade, has characterized these recurring unmanned aerial vehicle incidents as a ‘hybrid’ situation intended to destabilize the government without initiating formal war.

These security challenges have had significant domestic and international repercussions. The instability contributed to the resignation of Prime Minister Evika Silina in May. In response to the threats, a Canadian-led NATO mission is increasing its presence near the borders of Russia and Belarus.

Domestically, the incidents have exposed critical gaps in Latvia’s civil protection and crisis preparedness. While new mechanisms like the Crisis Management Center and cellular broadcasting have been established, experts warn of insufficient resources, a lack of tested mass evacuation algorithms, and a shortage of trained personnel. Public awareness remains low, with studies indicating that only 14% of Riga residents knew the location of their nearest shelter. Furthermore, the development of physical shelters has been slow, and municipalities report a lack of clear procedures for assisting citizens with mobility impairments.
