Overview

President Keiko Fujimori identified Zulema Tomas, the current director of the Instituto Nacional de Salud del Niño San Borja, as the prospective executive president of EsSalud, the Social Health Insurance institution. Fujimori noted that Tomas’s previous political roles would not disqualify her, as the selection was based on “professional capacity and sector experience.”

Following her official assumption of the presidency, Tomas pledged to reform the institution by strengthening services, ensuring medication supplies, and addressing long waiting times for surgeries and appointments.

However, the appointment coincides with an institutional crisis. The Health Commission of the Chamber of Deputies has summoned Tomas and the Minister of Labor, Juan Sheput, to testify on September 29. The summons follows complaints from health unions and reports of service delays, including the failure of a linear accelerator at the Carlos Alberto Seguín Escobedo National Hospital in Arequipa, which necessitated private care for oncology patients.
