León waste management fee implementation
Overview
The León City Council has moved to establish a new waste management ordinance to cover the costs of collection and treatment, estimated at 11.07 million euros annually. The fee structure consists of a basic tariff based on cadastral value and a generation tariff determined by property surface area and the number of residents or business activity type. The approved average annual fee is set at 94.91 euros per household.
While the ordinance has been approved, the implementation of the new tax collection has been postponed until the second half of 2027, following upcoming municipal elections. The delay is due to a lack of necessary census data required to issue individual bills. To address this, the council has commissioned Serteca Ingeniería to develop a new census by cross-referencing cadastral values with inhabitant counts per dwelling. The administrative costs for managing this census and drafting the ordinance are expected to exceed 765,000 euros.
