Liberia revenue and customs administration modernization

Overview

The Liberia Revenue Authority (LRA) has launched several initiatives to modernize fiscal administration and improve trade facilitation. In Grand Bassa County, the LRA began a technical review of the Liberia Revenue Code to ensure it remains responsive to current economic environments. Proposed amendments from this review are slated for consultation with the Ministry of Finance and Development Planning before reaching the National Legislature.

Additionally, the LRA Customs Department initiated a weeklong refresher training program in Nimba County. This program aims to strengthen the technical capacity of customs officers in areas such as valuation, Harmonized System (HS) tariff classification, and rules of origin. These efforts are intended to support domestic revenue mobilization and Liberia’s engagement with regional trade arrangements like the African Continental Free Trade Area (AfCFTA).
