Lithuania heating season and cost regulation

Overview

Lithuania has introduced new regulations regarding the heating season and social support for energy costs.

New rules establish a fixed heating season for multi-apartment buildings with modernized heating points, running annually from October 1 to April 30. This replaces the previous system where local municipalities and weather conditions determined start and end dates. While the schedule is now fixed, residents in buildings managed by certain providers can still vote for alternative dates if more than 50 percent of inhabitants agree and hygiene temperature standards are met.

Concurrently, the Ministry of Social Security and Labour has opened applications for heating and hot water cost compensations for the 2026–2027 season. The program aims to ensure that heating costs for low-income residents do not exceed one-tenth of their income. Officials estimate that approximately 170,600 residents will require assistance, with total expenditures projected to exceed 80 million euros.
