Lithuanian electricity grid resilience reforms

Following a severe storm in August that left over 268,000 customers without electricity and caused one death, Lithuanian officials and agricultural groups called for urgent national power grid reforms. Representatives from the Lithuanian Young Farmers and Youth Union (LJŪJS) emphasized the need for energy independence for farms to protect food production, criticizing grid capacity restrictions on solar power generation. Additionally, Seimas Speaker Jonas Olekas criticized the electricity provider, ESO, for failing to learn from the disaster and suggested that the company’s restructuring may have hindered restoration efforts.

In response, the Lithuanian government approved the ‘Storm Package,’ a strategic initiative designed to strengthen the electricity grid against extreme weather. The plan aims to reduce the number of consumers affected by major storms from 270,000 to approximately 60,000 by 2030. The strategy focuses on increasing resilience through underground cabling and maintaining generator reserves, with a mandate to restore power to disconnected users within 72 hours. Prime Minister Mindaugas Sinkevičius noted that the plan should also encompass the protection of mobile communications and railway infrastructure.
