This model emphasizes cooperation between district hospitals and major university centers to facilitate patient stabilization and transfer.

Following this, the government announced plans for a new Long-term Care Services Act. Led by the Ministry of Social Security and Labour and the Ministry of Health, this initiative aims to integrate social and health care through a ‘one-stop shop’ principle. The goal is to provide coordinated assistance for an aging population based on individual needs rather than institutional boundaries, reducing bureaucracy and service duplication.
