Los Angeles utility cost surge and response
Overview
Following a period of extreme heat, residents and businesses in Los Angeles have experienced significant spikes in electricity and water bills. High temperatures forced intensive air conditioning use, pushing many consumers into the most expensive seasonal tariff tiers. Reports indicate that electricity rates for the first tier rose from 22 to 27 cents per kilowatt-hour between 2025 and 2026, an increase that exceeds regional inflation estimates.
In response to rising public frustration, Los Angeles Mayor Karen Bass directed the Los Angeles Department of Water and Power (LADWP) to suspend utility shutoffs for residential customers through the end of the year. To assist with costs, the city has promoted programs such as ‘Level Pay’, which averages consumption over twelve months, and interest-free payment agreements for qualifying customers.
Concurrently, City Controller Kenneth Mejia has launched an official investigation into the surging costs following numerous citizen complaints. Local officials, including City Councilmember Nithya Raman, have also called for greater transparency and an audit of the LADWP regarding rate increases.
