Lucas do Rio Verde health staffing legal dispute

The Court of Justice has ordered the Municipality of Lucas do Rio Verde to replace temporary health sector workers with candidates who passed recent civil service examinations.

The ruling follows a legal action by the Public Ministry, which found that the municipality was using simplified selection processes for temporary roles instead of appointing qualified candidates already awaiting appointment. Investigations identified 164 temporary contracts held for positions where approved candidates were waiting to be named.

The court rejected arguments that the end of a partnership with the Association of Management and Programs (OSCIP-AGAP) was an unpredictable event, noting the contract had been extended multiple times over six years. The decision aims to regularize staffing levels and requires new civil service exams for positions currently lacking active selection processes.

In response to these administrative shifts, the Health Secretariat has opened calls for medical services for local health units, with an estimated value of R$ 11,755,900.00. Other municipal developments include a City Council project to extend the bus terminal concession for up to ten years, pending mayoral sanction, and new funding calls for cultural programs through the National Aldir Blanc Policy.
