Macau is implementing new economic strategies to foster diversification and reduce reliance on the gaming and tourism sectors. The government has established an 11 billion pataca Government Guidance Fund, managed by the Macau Investment and Management Company (MIMC), which is open to both local and foreign investments.

These efforts are designed to align with China’s ‘15th Five-Year Plan’ and promote integration within the Guangdong-Hong Kong-Macao Greater Bay Area and the Hengqin Deep Cooperation Zone. The strategy utilizes direct or joint investment models to guide social capital toward emerging industries and new productive forces.

To further this transition, Macau has launched a five-year plan for 2026–2030, committing approximately $16.1 billion (130 billion patacas) to emerging industries. The objective is for non-gaming sectors to contribute 60% of the GDP by 2030, utilizing the Guangdong-Macao In-Depth Cooperation Zone in Hengqin as a strategic driver. This shift follows volatility in the gambling sector, where gaming currently accounts for roughly 45% of GDP and 80% of government tax revenue. The industry has faced pressure from Beijing’s efforts to curb corruption and illegal cross-border money flows, which has impacted investor confidence and casino stock prices.
