Madrid administration asset and land management controversy

Overview

The Community of Madrid has faced scrutiny regarding the management of public assets and land. Documentation obtained through transparency laws revealed that the administration sold eight emblematic public buildings to generate revenue during an economic crisis, only to later spend 101.5 million euros in rent to remain as tenants in those same properties. In one instance in the Carabanchel district, the administration incurred a net loss of over 10 million euros after renting a building it had previously sold.

Additionally, the political party Más Madrid has filed a formal complaint with the Madrid Provincial Prosecutor's Office and the Municipal Office against Fraud and Corruption. The complaint alleges possible crimes of administrative and urbanistic malfeasance, fraud, embezzlement, and falsification of documents related to the rezoning of land in Valdebebas for Real Madrid. The allegations center on a significant accounting discrepancy in a report by the consultancy Savills, which reportedly overestimated potential benefits to the City Council by approximately 97 million euros. The complaint also raises concerns regarding a potential conflict of interest involving the consultancy's leadership. While Mayor José Luis Martínez-Almeida has acknowledged the errors, he stated the rezoning process will proceed.
