Overview
Efforts to implement the Malaysia Agreement 1963 (MA63) have transitioned from calls for transparency to specific legislative and financial negotiations. Datuk Mustapha Sakmud, Minister in the Prime Minister's Department (Sabah and Sarawak), reported that 16 of 29 key matters have been fully resolved, with 10 remaining under negotiation and three at an interim stage.
Significant progress includes an interim agreement on special grants under Article 112D of the Federal Constitution, with a payment rate of RM1.5 billion set for Sabah and Sarawak while a final formula is finalized. Additionally, the Federal Government has commenced official engagement with the Election Commission to explore increasing the parliamentary representation of Sabah and Sarawak from the current 25.3 percent to 35 percent of the Dewan Rakyat.
Regional leaders continue to emphasize the social dimensions of the agreement. In Melaka, Sabah Deputy Chief Minister III Ewon Benedick urged university students to study the history of Malaysia’s formation, noting that the youth will eventually manage negotiations between the Federal Government and the Borneo states.
In Sarawak, Deputy Premier Awang Tengah Ali Hasan has advocated for addressing educational needs through improved infrastructure, increased staffing to manage Sarawak’s geography, and greater autonomy for the Sarawak Education Director. There are also ongoing requests for language flexibility to support the STEM and TVET sectors.
