Malaysia school safety and bullying prevention measures
Overview
The Malaysian Ministry of Education is implementing a multi-phase initiative to enhance safety and well-being in schools nationwide. A central component is the phased expansion of CCTV surveillance in boarding schools to eliminate ‘blind spots’. The first phase, involving RM3 million for 200 schools, was completed in November 2025. The second phase, with an allocation of RM5 million for 333 schools, is expected to conclude by September 2026, followed by a third phase in 2027 involving RM15 million for 1,000 schools.
To increase human oversight, 300 MySTEP hostel warden assistants were appointed starting April 1, 2026, and 400 wardens have received training in Psychological First Aid. Mental health support is being bolstered by adding 5,107 new counselor positions and increasing the frequency of ‘Sihat Minda’ screenings. Security cooperation with the Royal Malaysia Police is also being strengthened through School Liaison Officers.
Amid these measures, Penang Chief Minister Chow Kon Yeow has called for a more aggressive federal approach to bullying. Citing a report of 5,681 bullying cases nationwide between January and August, Chow emphasized the need for proactive reforms, including digital monitoring systems, and warned schools against concealing complaints to protect their reputations.
Recent data from Education Minister Fadhlina Sidek shows that between March and August 2026, the Ministry recorded 4,289 bullying cases in schools and hostels. Physical bullying was identified as the most prevalent type with 2,480 cases, followed by verbal bullying (1,386), non-verbal bullying (243), and cyberbullying (180). The Ministry continues to address these incidents through a strategy of enforcement, environmental supervision, victim protection, and psychosocial intervention.
