Mali security crisis and geopolitical shifts

In mid-September 2026, members of the US Congress called for a formal strategy regarding Mali as security threats escalated in the Sahel. Bipartisan lawmakers proposed legislation to address the security vacuum left by Western forces and the growing presence of Russian paramilitary units. The proposed measures sought to investigate the financing of the militant group Jama’at Nusrat al-Islam wal-Muslimin (JNIM) and tasked the State Department with developing diplomatic and intelligence-sharing initiatives.

By late September, the security situation in Mali deteriorated further due to increased militant activity and scrutiny of the partnership between the Malian military junta and Russia’s Africa Corps. The Al-Qaeda-affiliated Group for the Support of Islam and Muslims (GSIM) conducted major attacks, including one on the Dioura military camp in the Mopti region that reportedly resulted in approximately 100 Malian soldier fatalities and five Africa Corps deaths.

Concurrently, the Malian military and its Russian allies faced allegations of systematic human rights violations. Reports indicated the use of terror tactics and indiscriminate killings against nomadic communities, such as the Tuareg, Moor, and Fulani, alongside the destruction of infrastructure and looting in desert regions.
