Mato Grosso state budget planning

Overview

The government of Mato Grosso has submitted its 2027 Annual Budget Law (PLOA) to the State Legislative Assembly. The proposal projects total revenues and expenses of R$ 46.1 billion, marking an approximate 13% increase over the R$ 40.7 billion projected for 2026.

A notable component of the budget is R$ 15.3 billion in net tax exemptions, which is a 31.2% increase compared to 2026 estimates. This figure exceeds the combined projected budgets for Education (R$ 6.85 billion) and Public Security (R$ 4.92 billion). The largest share of these exemptions is attributed to ICMS, primarily benefiting the industrial sector, agribusiness, and commerce.

The Executive Branch is allocated R$ 38.7 billion, with additional funds distributed to the Court of Justice, the Legislative Assembly, the Public Ministry, and the Court of Accounts. Deputy Carlos Avallone, president of the budget oversight commission, is calling for the accelerated processing of the Budgetary Guidelines Law (PLDO) to assist the budget vote.
