Medical fraud schemes in Nghệ An

Authorities in Nghệ An province have dismantled multiple fraudulent medical schemes involving the deception of patients for financial gain.

In one instance, police charged ten individuals associated with the Y học Nghệ An multi-disciplinary clinic. Investigators found the group fabricated illnesses and exaggerated health risks, such as infertility or cancer, to force patients into purchasing expensive treatment packages. Tactics included using deceptive procedures like injecting soy-milk into the urethra to simulate disease. This scheme had been operating since September 2024 and resulted in criminal indictments for deceiving customers.

In a separate operation, police dismantled a scheme operating under the Phuc Tam 8 facility, which was licensed only for massage and spa services. The group used social media to falsely advertise advanced medical technologies for bone and joint treatments. Instead of the promised equipment, staff used massage and electric pulse machines to simulate medical procedures. This operation led to the arrest of three individuals for “fraudulent appropriation of property,” with nearly 300 victims reportedly defrauded of more than 9 billion VND.

Detailed investigations into the Phuc Tam 8 operation identified Vi Van Dong and Vu Thi Ha as the organizers of the illegal activities, noting they lacked necessary medical and pharmaceutical licenses. To conceal their involvement, they hired Pham Ba Tai to act as the registered business owner. The group targeted elderly individuals nationwide by advertising fake technologies like “high-frequency waves” and “nano calcium injections.” Staff used scripted consultations to sell packages priced between 3 and 30 million VND and utilized pens to perform “fake injections” to trick customers.
