Mercosul-European Union trade agreement implementation

Overview

The trade agreement between Mercosul and the European Union is scheduled to enter into force on August 6, 2026, following its publication in the Official Gazette. The treaty, originally signed in 2019, utilizes a gradual and asymmetric schedule for tariff elimination to protect sensitive industries.

To prepare for European regulations, Brazil’s Foreign Trade Chamber (Camex) approved a resolution creating the Socio-Environmental Analysis Report for Export Operations. Managed via the AgroBrasil + Sustentável (AB+S) platform, this report validates socio-environmental requirements for Brazilian agricultural exports, including soy, beef, coffee, wood, palm oil, rubber, and cocoa. This mechanism is designed to ensure compliance with the European Union Deforestation Regulation (EUDR), which restricts market access for products linked to deforestation occurring after 2020.

Negotiations involving the Mercosur bloc and European entities continue to advance. The European Commission is scheduled to officially sign a free trade agreement with Mercosur on January 17 in Paraguay. This deal aims to facilitate trade between the EU and Mercosur nations—including Brazil, Argentina, Uruguay, Paraguay, and Bolivia—covering over 780 million consumers. While the agreement seeks to eliminate most customs duties, it faces opposition in France from agricultural and political sectors due to concerns over unfair competition.

Regarding the EFTA-Mercosur agreement, the Swiss Parliament has officially approved the deal, which was signed in Rio de Janeiro in September 2025. While the agreement is already moving forward in Brazil, other nations remain in the legislative process. In Paraguay, the treaty has reached the Senate and received a favorable report from the Foreign Relations Commission, with officials suggesting that 2027 could be a pivotal year for market access changes in the region.
