Metro Vancouver and Victoria transit labour dispute

Overview

Transit workers in Metro Vancouver and Victoria have entered a period of escalating labour action following a year of failed negotiations. The dispute, involving Unifor representatives and BC Transit, centers on wages and working conditions, specifically regarding operator run and recovery times.

Initially, Metro Vancouver bus drivers rejected a second tentative agreement with Coast Mountain Bus Company. As a “measured first step,” union members planned to implement a uniform ban to increase visibility of the conflict without disrupting service. This escalated as workers in both Metro Vancouver and Victoria issued 72-hour strike notices. While the uniform ban was scheduled to begin, officials indicated that full service disruptions were not expected at that stage, and BC Transit noted that handyDART services remained unaffected.

As of mid-August, Unifor Local 111, Local 2200, and Local 333 are moving forward with the planned uniform ban starting August 17. In Victoria, the Victoria Transit Riders Union has announced a solidarity rally to support the workers as negotiations remain stalled. While workers have indicated they do not currently intend to fully withdraw service, they remain in a legal strike position as negotiations over wages and recovery times remain unresolved.

On August 18, job action commenced in Greater Victoria, where bus drivers and mechanics began wearing red Unifor shirts instead of official BC Transit uniforms. Unifor Local 333 President Stephen Bains stated the union is seeking improved wages and increased rest and recovery times, noting that system delays often prevent operators from attending to personal needs. While buses remained on schedule during this initial phase, the union maintains the legal authority to strike.
