Mexican fiscal incentives for culture and industry

In August 2026, Mexico moved toward strengthening its cultural and industrial sectors through various fiscal incentives. Initially, Senator Virgilio Mendoza Amezcua proposed a reform to the Income Tax Law (ISR) to provide private investors with a tax deduction of up to 10 percent for expenses related to authorized cultural projects. The senator noted that the proposal was a response to structural challenges and significant reductions in the 2025 and 2026 federal budgets for culture.

Following these legislative efforts, the government expanded its economic strategy under the ‘Plan México’ industrial strategy introduced by President Claudia Sheinbaum. This broader policy has approved numerous investment projects in sectors such as automotive, pharmaceuticals, and logistics, totaling approximately $987.5 million.

Additionally, the government implemented specific incentives for the audiovisual sector, offering a tax incentive of up to 30 percent of income tax on domestic spending for audiovisual projects, capped at 40 million pesos per project. These measures aim to attract global production, with major studios like Netflix, Disney, and Apple TV+ engaging with authorities. Notably, Netflix has committed $2 million to modernize the Churubusco Studios.
