Overview
In late August 2026, an incident on the México-Puebla highway highlighted security concerns and criticism of law enforcement. A truck driver reported being shot in the chest during an attempted robbery by armed individuals. The driver alleged that the Guardia Nacional failed to provide immediate aid, instead issuing a fine for parking in a prohibited area and towing his vehicle.
By early September, the Guardia Nacional responded to highway theft concerns by launching a security operation titled “Cero robos en carreteras” (Zero highway robberies). This initiative, led by General Iván Navarrete Torres, focuses on the federal highway corridor between Querétaro and Guanajuato through coordinated efforts between the National Guard and State Highway Police. Officials reported that vehicle and transport robberies on Guanajuato’s state highways had previously decreased by 63.2%.
